Thanks, JCSO, bigben_again also suggested Lunaria. Never heard of that before.
Yes, Peggy, I'll take photos as it grows and we'll see who had it right.
Mod: There is a plant just like that in Memorial Park on Oakview Avenue next to the community bulletin board which is situated at the corner of Oakview and Valley. Perhaps whoever in DPW is handling shade trees these days can identify the plant for you.
It looks like multiflora rose, a hedge plant that has established itself where ever there is a bit of open space. The flowers smell lovely, but the plant is regarded as a pesky weed, and, because of its sharp thorns and prolific growth, is difficult to remove.
I think the first plant is a Lunaria (money plant) as someone previously mentioned. I checked mine and the leaves are fuzzy.
Here are a few more shots . Size is about 2.5 to 3 feet high and wide

Mod, Would you do a closer shot.
May be a dappled willow
or some sort of euonymus
Can't speak for Mod's plant but the one in Memorial Park has no thorns so unlikely to be a rose or a barberry.
Just reporting that flower heads are starting to appear on my mystery plant, so we'll be getting a clue soon...

Oooooo. Waiting with bated breath.
@DaveSchmidt: LOL!
I too thought perhaps turtlehead.

OP's plant looks like it might be a turtlehead? I've purchased one before from the plant sale.
I never heard of a turtlehead... well, except on a turtle, that is.
Dave, you're my kind of gardener. : - )
Speaking of flowers, I posted this on the peony thread, but feel like sharing the news here as well. My all pink peonies gave birth to a couple of white flowers, and they're actually even more beautiful than the pink ones!
Look, isn't it dreamy?!
And my tiny little rose bush is actually producing flowers rather than succumbing to black spot.
This one is vine-ripened.
Gorgeous, Jasper! What is that pink rose? It reminds me of one we used to have, Abraham Darby.
Oh, you know, Peggy, I couldn't remember but I think you're right! The name sounds familiar and the pictures online match exactly, both in color and form.
I bought it on an impulse from a roadside farm stand in upstate NY, and, funny enough, the label showed it came from a nursery in NJ, as I recall. I knew nothing about growing roses - not that I really know anything about growing anything - but it had the most seductively beautiful flowers and I had to have it. It's been a mixed bag over the few years it's been in my garden, and this is definitely the most prolific year yet. It has lots of buds that are coming to fruition.
I think that's a campanula - bellflower (Cherry Bells, maybe). Pretty!

Here is a close up of flowers just beginning to bloom
I think this is in the ilex (Holly) family based on the leaf shape
no bellflower I've ever seen. I've just done image search and have come up with nothing!
Yes, dg, I think you're right! Ooh, I'm excited for them to open!
Now here are some is-it-a-weed-or-a-flower challenges. I have a few of these:
The OP's plant is not a coneflower. More likely a money plant--Lunaria:
[Oh--looks like I am picture-inclusion inept.]
Mod's plant is harder to guess because you can't get a sense of its scale. Kind of looks like an asparagus fern, but if it's shrub-size, then maybe some sort of spirea with the blooms just coming out? Like Bridal Veil?
