The House may impeach but the Senate won't convict. They will not get the 2.3 votes needed for conviction.

This is theater. It wasn't submitted properly to go to a vote. It was just for the headline.
Only 11 GOP reps signed on and they didn't demand a vote. After today, the House splits until after Labor Day. This was just way for a few of the most right-wing members to keep stringing along Fox viewers and talk-radio listeners who believe that there's actually something seriously flawed about the investigation.
Paul Ryan and others can read polls. They know that the last thing Republicans want is the normalization of impeachment, especially when it's almost guaranteed to fail, with each side needing around 15 senators to go against their party.
There's nothing close to a "high crime or misdemeanor" here, and if the president is unhappy with Rosenstein, he can order Jeff Sessions to fire him.
