I think that I might have solved it, but I am afraid of unlocking my accounts, how does one know if one is still infected?  When I went to the internet provider's store yesterday, he told me that all my traffic was going to Sao Paolo.  When I came home I updated my software and scanned the computer with Norton.  It did not find anything after the updates.  I looked for the IP address in my computer once again, and then googled the ip address location and the response was that it was my computer's IP address.  Did that fix the problem?

I am also concerned about my phone, because yesterday morning I was being blocked just like my computer was, but now it is fine.
