I often passed this when I lived in Chicago, and never particularly understood the reference. Then again, I suppose it makes sense.

This reminds me of that thing about driving on the parkway and parking in the driveway. We eat at a diner and dine at an eatery, but surely we should dine at the diner and eat at the eatery?
