Brasserie Ruhlmann, Del Frisco's, Bar Americain are all nearby and decent.
The Modern is great. There's also Limani, a new, elegant Greek fish place 1/2 block from Radio City. If you want to go more casual, Bill's Burger Bar is good. If the person is a big Yankees fan, could consider NYY Steak.

DelFrisco's Grill has always been a crowd pleaser, IME. My nephew declared the burger the "best one ever."
If you have the ability to go back in time, think about trying Cite, the amazing restaurant on E 50th that had $69 all-you-can-drink wine dinners starting with Taittinger Champagne and moving up from there, as if that were possible. And all the while you are having killer food, like their veal chop, which was bigger than my car.
There are a lot of things that no longer exist in in NYC, but that's one of the most missed.
Plus, since it's a birthday dinner, going back in time to Cite means the birthday boy or girl can knock eight years off the tally, the best possible birthday present.

There is not one restaurant that I patronized (and there were many -- the days of the unlimited expense account) that still exist in the Rockefeller Center area. And these were all upscale places -- all went out of business for one reason or another (probably the rents). I have my memories....LOL!
This will be a casual dinner so one of the really good burger places will be chosen.
