New Driver's License needed for Aruba?

Friend has a passport --yearly, goes to Aruba for his timeshare.

 Yes. But not after October, 2020

Passport can be used instead of driver's license. 

Driver's license will be for domestic travel.  Will still need a passport for international travel.

 Not legally.

The rule really only matters for domestic flights. For international you always needed a passport and will continue to do so. For a domestic flight after oct 2020, you’ll need the new license or to carry your passport.

 What about those passport cards that you can get to cross by land into Canada?  Will those work for flights?

For domestic flights they will.
