Agree it is a cherry. You could prune it and that might save it. Definitely cut out the dead wood.
I don'tknow if this is relevant, but several years ago the town planted a bunch of cherry trees that bloomed out of normal cycle. They did that for a long time. I don't know if they are still blooming at the wrong time as I currently don't take the route that went by them.
Could it be dead if there are lots of buds blooming? Maybe60-70% of the tree?
It's not dead but probably old and shocked from the cold temps this winter. Get a tree company to come look at it.
We had the same situation with a Rose of Sharon last year. Leafed out very late. This year most of it is dead.

New to the area. We have this tree that seemed dead but is now blooming late. Anyone know what kind of tree this is and if the timing on the leaves is normal?
