Sheesh! In this day and age, there's really no excuse for beeping horns when picking people up ... especially at times when people might be sleeping. (And that could actually be any time, given that there are shift workers and babies in most every neighborhood.)
you can call the PD and they can have someone in the area at that time....and likely the driver is on a cell phone talking to someone else instead of calling the passenger...something like that happened in my neighborhood...I found out from another neighbor that they wore a t shirt from a business around the corner (5 minute walk)...but had someone blasting people out of bed with their car horn very early for their convenience...i actually called the employer....and it stopped..
It gets better. This morning it was at 6:50. I got my ass out of bed to look out the window. IT'S A PRIVATE SCHOOL BUS. I guess the differences in times is if the driver has different kids to pick up on different days.
A call to the bus company should suffice.
Call the bus company...odds are that the private school bus driver has a cell phone and a list of phone numbers so that he/she can call the house if the student isn't coming out on time (that is how it works on our street).
When I lived in Maplewood, my horrible next door neighbors (the wife), at 8:50am every morning (you could set your watch) blare her horn in her driveway (underneath my bedroom window) several times so that her idiot husband could come out and kiss her goodbye. No lie!

At least 9 a.m. is very different from 6 a.m. But that would annoy the hell out of me, too. I think I might take to retaliating on that one. Maybe blare my horn at 9 p.m. for a similar reason? Actually, I would just think about it, but never do a darn thing except grind my teeth. *sigh*
When we moved to our country farmhouse twenty-seven years ago, our neighbor drove a minibus for the schools. She parked in a lot a few feet below our bedroom window and ran her engine for...what seemed forever, i kicked the walls and cried every morning it went on literally all school year, Out here they love their engines and the sweet fragrance of carbon monoxide. i believe it comes from the days of horse and buggy!

Every few days a neighbor's ride is on the street beeping the horn to tell the passenger the ride is outside. I don't know which neighbor or who the inconsiderate driver is.
Beep, beep, beep, beeeeep, beeeeep.
