handyman to determine and fix cause of leaky window

I have tried 4 actual construction professionals and 1 handyman.

2 never returned any messages, 1 never showed up, the 4th showed up...no ladder to reach the windows or roof ..didn't even stick his head out the window to look and said he would send an estimate.

the handyman caulked around the windows, but its still leaking

likely possible causes..clogged gutters, the bricks actually bowing out on the building facade, or the window seems itself...most likely is not the roof itself.

a leak has been caused by clogged gutters in the past.

We had leaks around a new window - turned out to be rotted wood behind our gutters. We had a contractor replace the fascia and no more leaks
