Easy website prototyping tool

I am looking for suggestions for a basic website prototyping tool.  The functionality doesn't have to be complex and I would look to have about 20 - 30 web pages stored on my laptop with HTML links to each other.  Something that gives WYSIWYG ability - similar to Microsoft Frontpage which has been discontinued.Linking back to a database is nice but not necessary - as I need to build a simple prototype - at this point.Any help would be greatly appreciated.

I highly recommend Axure  It is widely used by the Ux community.  As a beginner, I used it to build a prototype and even though I was making mistakes along the way, I built a rather complex prototype quickly.

Thanks Tyler,It looks like a good choice.  The only issue is that the price beyond the 30 day trial period is pretty steep.  Any other less expensive options?  

Does anyone have experience with a tool called Pencil from Evolus?  This was recommended by a friend for creating screens (but not necessarily HTML-linked pages).  I could spend the time learning it but wanted to get some feedback on pros/cons before diving in. Also open to other basic html page WYSIWYG tools.Thanks   

Adobe Dreamweaver is a part of Adobe Creative Cloud, which you can pay for on a month to month basis as you use it (and you can do a trial of it first before you pay for it).  I've only messed with it very very briefly, I don't really work on web tools that need to be 'designed' beyond just not looking too crappy.
If for some reason you want to look at what you're doing from the database-side and work backwards from that I can recommend Knack as a great easy to use online database.  I use it for a few Intranet projects at work.  It's sort of the opposite of what you are asking, but in my mind the function of a site is more important than how it looks.  And if a database is going to be involved it's better to do it sooner rather than later. 

It sounds like what you're looking for is a wireframing tool, to do rough mockups of a site's pages with some content and live linkages.


If that's the case, you may want to take a look at Balsamiq. They have both a cloud-based subscription service ($12/month) or a desktop app ($89).


There are more of these sorts of tools than I can count nowadays, but take a look at Mockflow (mockflow.com), which has a free plan that may do everything you need. It has a lower learning curve than some of the other tools and produces pretty decent output. 

Happy to suggest other options as well--I'm a UX designer and have used many of the available tools, though I do so less nowadays.
