Bright. Mine is all white walls with plenty of light. You can always turn the lights off if you want.
We used a light, creamy yellow for most of the walls, with one moss-green wall to break things up. Light-colored carpeting and sand/pebble colored couch and chair. White for the ceiling and trim. I wanted it not to be dark (before the flood, it was completely covered in pine wood paneling - looked like the saloon from "Gunsmoke"). We're much happier with the bright/light colors down there.
I went with a loungy feel in the finished part of our basement. We have high ceilings and several windows, but also added recessed lights. Did the ceiling in faux tin style drop ceiling in black, dusk blue walls, pale gray painted floor. The room is used for working out and occasionally watching movies/hanging out, so the deeper tones work well.
