International or domestic?
International flights are expensive, seats are limited. You can change most flights without paying a fee, but you'll probably need to buy a ticket above basic economy to guarantee a cancellation without fee.
I only know about American (because we just dealt with them), and even so you'd have to double check. They are currently waiving change fees indefinitely for fares other than basic economy. For basic economy, they're waiving through the end of the year (not sure whether that's 12/31 booking date or travel date).
This would be for a domestic flight or Canada. A change fee would be for a different date or route? Do any include a refund?

You would have to quarantine for 14 days if you flew to Canada. Failure to do so would result in your arrest.

The European Union has omitted the United States from its list of countries whose tourists may visit. Americans still can't vacation in their neighbor to the north, Canada, nor head to many Asian favorites such as Japan.
While most US travelers are staying close to home, some still want to go abroad. For those people, there are still popular vacation options such as Mexico, Ireland and South Korea. Whether travel to open international destinations is responsible or advisable is up to you. Remember that rules can change at any time. Rules' violations might involve stiff fines or even jail time. The US Centers for Disease Control and Prevention and the US State Department provide Covid-19 risk assessments by country.
What follows is a list of countries, in alphabetical order, where it's still possible for US passport holders to go for a vacation:

A. Yes.
B. Depends. Assuming you’re thinking of booking a flight, then changing it to a cheaper one, check airline policies to see if they will give you the difference. As for cancellation, like I said, I booked with United, and chose Regular Economy over Basic Economy because that seat level allowed me to cancel for refund up to 24 hours in advance. You can’t do that on Basic Economy tickets.
I’m in the UK right now for a funeral, holed up at my niece’s place while she stays with her sister. It took a while to find out I’m not forced to remain in the UK for the full 14 days of quarantine, so I can leave tomorrow as planned. I would check that for your destination, though. I’ve heard stories about people being stuck in countries because they won’t let people fly out without paperwork showing that you tested negative within the last 24 hours, and of course it’s not easy to get results within 24 hours.
I'm flying to Florida a week from Friday for 4 days. Trip was postponed 3 times for various reasons but the airline never charged for re-booking. I'm excited. I'm not worried. Can't wait to get back in the sun.
I can’t imagine visiting Florida if I didn’t have to even in normal times. In a pandemic????

I just booked airfare for our ski trip to Steamboat last week of January. Cautiously optimistic that it will happen.

Are the fairs now a bargain that if you are considering future travel you should book ASAP? Does anyone know if you can cancel for a full refund if restrictions due to Covid still exist say 6 months or so from today? Any advice is appreciated.
