 The ARC tunnel would have been completed three years ago. That was the projected date at any rate, but you have to figure it would be up and running by now.

Didn't mean to create confusion -- when new events pertain to previously discussed items, I like to reference the earlier discussions rather than make a new thread. My own small attempt at fighting the decontextualizing nature of the internet.
